Yeah, it's a third side from the first Gallic war. Instead of continuing the war they sealed themselves and a few solar systems off. Igiss planned for them to be part of Gallia's downfall or something but it was designed as a story and not as a story for a game. It's just fluff at this point and not to be really thought of other than a "huh, that's cool".
