That's accurate. Though, I would offer an alternative. Not so much a No-Dock, as instead, enabling Cruise-Disruptors to cancel docking. This would also on the other hand enable unlawfuls to better pirate, just as a thought. Perhaps keeping them Disrupted thing..but rather, as a 10 Second Nodock

I'm quite aware of the friendship between Auxesians & Junkers but sadly unaware
of their friendships & dealings/motives with others due to these cloak n dagger
reports and the Captain having his head battered to bits sorting this mess out.
And for what? The fear of Long Islands destruction & pulling out all the stops to

That would be because the RP and over-all player actions leading up to this have been rather poor. With Outcast Capitals operating in liberty (Something forbidden by the Orange Treaty) And Rogues merrily accepting not only them but also K'hara to come help the siege, the entire thing has gone to hell.
The Issue of this thread however is not the siege, but ways to get around the frank abuse Rochester is subject to under the amount of Unlawfuls that dock there permanently.
The only problem I see is the rp problems it creates for Junkers. Their dealings with unlawfuls is supposed to be sneaky. And both sides (unlawfuls and Junkers) have an interest to keep it that way.
Unlawfuls just want a staging point that is not too far away. So I'd really enjoy another jumphole. That should also not create too many problems.

Long Island may be the catalyst, perhaps, but not unreasonably so. If a bad guy can undock and be in combat in less than a minute, and retreat to re-arm just as easily right by a lawful hub, that's a bit absurd. In addition to that , I have countless times seen Rogues, Lane Hackers and Outcasts just hightail it to Rochester as soon as a Lawful shows up

I would argue that being able to by-pass half of new york while smuggling would prevent the jumphole idea, unless it was coded to only rogues and oc
