We are basing on the Outcast ID.
We are dropping battleships and 5kers from the ID, this should not be a thing, 4.3k is the de-facto standard for non-generic factions.
Outcast ID says "Can attack any ships" I've changed it to the one that actually forces follow diplomacy, I do think that's better. And that's a weaker line.
Every ID can claim bounties really. I mean there are somewhat about 2-3 boards Sirius-wide that we can hope for, considering most of the boards are House owned and we won't cooperate with actual House affiliates ever. Because I restrict players from dealing with House enforces or affiliated corps. Yikes.

I did not write it out of my head, Snank, I was looking at existing public IDs. For example public and freely available without any officialdom or recruitment procedure Coalition ID (the only practical difference is that it's able to police illegal cargo globally instead of piracy):

And the Outcast ID which we are basing on for reference. With the ability to attack literally everyone without considering any diplomacy on battleships in what should be around 80 systems. Lazy to count.

This is a powerful ID, but nothing extraordinary comparing to existing indie IDs.

You want to be able to shoot anyone, pirate anyone or claim bounty against anyone anywhere. This is much more than most factions are able to pull off.

We don't want to shoot any unlawfuls (except for Corsairs) or any other people who pay us. If we just randomly pirate and bounty hunt everyone without settled politics we will get FR5ed from everywhere in 1 month. Theoretically, with those lines, we could do what you just described, practically no, not in this game. I mean you are free to accuse me or the faction with whatever you want. I honestly have no intention of convincing you in anything. You may not like it, it's fine.

Like we will play a supportive role for the local criminals in places. Not replace them.

It IS a bit weird seeing some new group posted and then it asking right off the spot for official stuff. But that is your decision and that of your players and when you are feeling comfortable with that decision and it is not breaking any rules, then go for it!
About the group itself, I really am liking the idea and concept. An unlawful mercenaries or bounty hunter group as you said before. What is confusing me then is your choice of ID because the Outcast ID is restricting you on who you should shoot. Though I think you can still shoot those allied.
I am guessing, from all the stuff I read about Enma Loyola, that you took this ID because of her background, though I think for your purposes a Freelancer ID is fitting just enough, and is leaving for more space for you expanding. Your group contacted the Xenos and the Coalition for getting you some contracts and targets for shooting. That feels really off for Outcasts.
All my own thoughts and opinions, please let me knowing when I got or misunderstood something wrong.

I dislike the idea of generic ID factions (Freelancer, Pirate). Like I argued with Nyx back in 2015 that Auxesia should've been Core-based due to the character's origin. Same here. The outcast ID is a good ID and gameplay-wise serves the best to kick it in.

I am not arguing your choice of ID, all you said are good reasons making that choice.
From my little roleplay view (and I am not really understanding many workings with the groups around still) it just feels off when Outcasts are trying contracts with their enemies? I would love hiring me some mercenaries for my dirty work or for stuff I cannot deal with on my own. Your group comes around and is offering it's services but that always leaves, I do not know, a bad taste/feeling because I am assuming that an Outcasts' loyalty is with Malta first.
I am unsure, it is feeling like a conflict of interest.

Well, if you are about our contact with XA-. Outcast point of view on Xenos is like that:

They kind of really want to work with Outcasts and take over the black market in Liberty in general, but Outcasts despise them. Current LR- does not like anything Outcast related to fly in Liberty as it seems, so we decided to try that out. That will be a problem with all local criminals, they would not want us to actually gain weight in their regions. It can fun to RP out.

There's that national/patriotic take on the Outcasts, I am partly guilty of that. I think the Feudal/Criminal relationship is more native. Based on money and personal loyalties to a cartel or don.

I would argue that we are doing much less of a 'deal-with-the-enemy' concept than the other Outcasts. Considering they are friends with Bretonia and CR now. If the Outcasts are to blame us, we are ready to RP it and face the consequences of our actions.

I wouldn't say "Really want to work with" - that would imply admiration and there's nothing for a Xeno to admire in an Outcast. It's as the rumor says though, the intention is to force the Outcasts to comply.

For what it's worth, I think this faction's unique take on classic ideas is the most engaging thing I've seen from Discovery since 4.86, and I say that as someone who helped found two Outcast factions (Contari Lance was my, @Irwin , and @Charo 's idea, and I was a founding HC member of the National Council).

I've been participating in this community in various forms, on and off, since 2007. I haven't even made an LG| ship yet, but I can honestly say that writing roleplay for this faction is the most fun I've had on Discovery tied with flying ICMG and EDGE in-game way back in 2009 ~ 2011. I'm not trying to toot our own horn here, but to ask anyone who's got misgivings to seek us out, interact with us, and genuinely be open to having fun doing it.
