Well in your place I think it's probably best to accept the sanction you admit you broke a rule Xoria is only doing his duty you lost about 50 mil credits thats maybe a days trading it could have been worse.

Taking out criminals is a police job, same with admins taking out sanctionners. Players as well as civilian must repport law violations to the police/admins. Not play the Hero of the day thing.

This. Just offer 20k credits to any level 29 or fewer character who kills the guy, every time they kill him, until the guy starts playing nice.

Of course, if you're not allowed to kill a <29 character with a >29 character, hiring others to do the same thing is probably illegal as well.

I think all the good guys who try to make NY a nicer and more RP-friendly place should be sure to keep a level 20-some Police character docked on Manhattan at all times, since this kinda thing seems to happen not-too-rarely.
