In theory: Yes.
Practical: No, the ships seem to be in the base at first, but after docking out they are close to the old position.
(Tested with Nichols Trade Center when moving from Omega 49 to Omicron Theta)

This has always been the case as far back as the days of requesting to buy a system circa 2007 or so. SRPs have a fee in credits. Unique ships have a fee in credits. Official faction requests have a (refundable) fee in credits. It's money sink in some cases, but it's a commitment check in all of them.

The cost is hilariously high but i think the availability of this feature shows a great flexability from the current Game masters, Well done
I have a question tho, Can add to the requirements of changing the IFF, Location or Base name the following point?

"Mention your ooRP reasons for this change in a paragraph or 2 lines or whatever suitable Smile "
