And to think, I thought my KSP was alone on a one man crusade against Hogshan pirates! The Farmers and Hogsha fill a niche in Kusari, but it's a widely misinterpreted one. I also get the impression it's a misinterpretation that's been carried over to the dev boards as well - but that's just going off the KNF/Hog/AFA relations shown in the Black Dragon's infocard.
Basically, when I run across a Hogsha pirating, I'll break them up, then fine the Hogshan for piracy. Same for Farmers. Generally I'll get one of two excuses from the Hogshan who almost all the time expects to be let off scott free. The first is: "The miner attacked me." This is met with great skepticism. If the miner has been savvy and taken SSs of the incident, this will clear things up later. If not, I'll tell both to stop shooting, and if it's unclear who was causing the problem, fine both for breaching the peace, then escort the miner away.
The second argument is "the gaijin slandered me, I am exacting retribution". This does not float either. The reply is usually, "are you aware of the laws, [Hogsha/Farmer]-san? Private police forces are not desired or permitted. If you have been slandered, you report it to the proper authorities, then we will deal with it." Then I fine him for assault/breaching the peace and escort the miner away.
Basically, if I come across you during the act of extortion, I do not see Hogsha, Farmer, Outcast, Blood Dragon, GC... I see 'pirate'. None of them will get any slack if caught.
There has been much discussion lately in Kusari of the less than reputable actions of the Hogosha and Farmer's Alliance. Let me start by saying that all information indicates the the problems are not being caused by the major Hogosha and Farmer's Alliance groups, the Black Dragon Society and the Artisan Farmer's Alliance, both of which have always shown themselves through action and word to be loyal defenders of Kusari's culture, honor and security.
With that in mind, there has been a dramatic increase in reports from the KSP, Kempatai, and KNF of Hogosha and to a lesser extent Farmer's Alliance ships, of independent association committing criminal acts on the pathway between Deshima Station, to Narita Station. This is unacceptable. The free flow of cargo in and out of Kusari is important to the national interests. It is most assuredly the job of the Kusari State Police to accomplish this goal, with support from the Kempatai and in extreme cases the KNF. I understand that many of you officers have loyalties with the Hogosha and Farmer's alliance, you may have family members involved in the movements, or friends. Many of our KNF and KSP pilots have fought along side the Farmers and Hogosha against Blood Dragons, GC, Outcasts, Liberty Rogues, Lane Hackers and Bretonians. They have saved many KNF and KSP lives, and you have saved many of them. They are Kusari, just as we are, they are our brothers and sisters, mothers and fathers, they are us.
But none of us are above my laws. We all must adhere to them, or pay the prescribed penalty. You are all expected to uphold my laws, it is your duty, it brings you honor, to do less would be a disgrace. How that should be done then becomes the question. The Farmers and Hogosha are respected members of our people, and they must be treated as such. We must not allow the dishonorable actions of a few loners besmirch the fine name of hard working, honorable, and loyal Farmers and Hogosha we interact with everyday. We all know from past experiences of the unusual lengths many outsiders will go to in attempts to attack the Farmers and Hogosha. This is because the Farmers and Hogosha work to protect the cultural loyalty and pride we have here in Kusari. Our house is unique among the nations, we are better than them, we are stronger, and more prosperous and this is due to our unique culture. Our history is different, unique along the peoples of Sirius. We are not from the Old Earth continent of Europe, in fact, we Kusari are not from any continent at all, we are not like any other people, we are pure, we are proud and we are Kusari, and the Hogosha and Farmers are the guardians of the heritage. Many outsiders attack the Farmers and Hogosha as a means to attack our culture, to make Kusari more like them, less than what we are, so that they can take advantage of us. It is important to remember why the Hogosha nd Farmers do what they do.
What does all this mean to the KSP officer on patrol? What it means is that you have to depend on your own judgment in many situations. It means that you should depend on what you see with your own eyes. If you witness a criminal act being committed by a FA or Hogosha ship, it is your duty to stop it, and attempt to take the perpetrator into custody, or to pay the appropriate fines. Should you hear of an attack while on patrol, it is your duty to investigate, and to defuse the situation, but again it's important to depend on what we see, because the outsiders will lie, and they have little respect for the honor we hold in such high regard. Some will go to extreme leghths to attack the FA and Hogosha, they manipulate gun cam shots and recordings, and lie in sworn statements. This is why we depend on our eyes, they cannot lie to us or manipulate what we see.
This is why you signed on to serve the Kusari nation, and this is why you were choice to serve, you are the best of what Kusari has to offer, the smartest, and most honorable of us, depend on yourself, have confidence in yourself, confidence in your honor, and we shall never fail.
Good. I've been going after Hogosha and the like on my KSP officer and getting questioned about it by other officers and KNF pilots. I'm glad it's cleared up that I can treat these criminals as I would any other, should I catch them in the act of doing something reprehensible. This has been causing me a few headaches over the last week or so.
