Ok ok. Look in character Cesar wants a Junker in charge of Junker stations. But also when he sees the outcasts start puffing up their chests and making noise he is ready to hop in a ship and defend other Junkers. Even if he doesn't agree with them. It's part of being a Junker guard IMO.
He is confused by this tactic but he has faith that Tink won't lead us astray. Now diplomacy has been offered by the outcasts so lets see what happens next...
(I guess when I see more hogosha I will acknowledge them as an enemy but for now they are footnote.)

Also, the BLS trying to corner the market was an RP not supported by a fair chunk of the Outcast players.
I myself found it overly restrictive on many peoples choice on the server.
However I would like to see some evidence of the OC bullying Junkers. Bullying them for what purpose? And who? This clearly isn't a policy we adopted until the Corsair was appointed at Yanagi.
Did you consider the fallout from this before you did it?
Answer these questions Culebra.
So far you have failed to.
The OC are puffing out their chests as we see a route for our profit being removed (in our perception. We see the Junkers employing a corsair as some kind of threat to -all- our cardi routes. We have tried asking nicely, now the OC are angry.
It would appear to an OC that we are being sidelined by the junkers in favour of the Corsairs, now this is concerning for all Outcasts.
We have responded to this by asking why.
you responded with. because we feel bullied by OC character.
I have responded with "what bullying?"
and then you failed to respond.

The BLS flack I got was in PMs so I can't post that.

Well its not my policy its Tink's. Until recently I was the Adjudicator of Rochester.
But as for bullying and why he did it:
' Wrote:As to Outcast actions, the regular "sweeps" of Sigma demanding confiscation of all Nomad weaponry taken from the Wild...the undisciplined Dragons pirating and killing Junkers while Outcast pilots stood by and said if you fight them we will attack you--those were factors in deciding our course of action in Sigma.
We don't have large fleets and massive forces. We needed a firm ally. Outcasts can speak to me any time regarding specific action by our adjudicator. Where are these massive cardamine convoys he is looting and pirating in Sigma?
eh well, both are ooRP the dragons should not be touching junkers nor should the outcasts.... them doing so shouldnt be responded to in this sort of manner it should be sent to a admin for ooRP metagaming, the dragons dont really tax or they should not anyway, nevermind doing it to the junkers in the 1st place.... infact im sure the NovaPG AND the council of dons would be fairly willing to punish both sides.
EDIT: infact the outcasts saying touch them and you die, is also ooRP.... attacking the junkers is like attacking cardi smugglers... allie or not cardamine comes 1st, if they let the indie dragons do that, then they should be destroyed with no questions asked
Then find the facts and don't put the OC factions who have a very delicate diplomatic stance in a tough position.
If it is independants, who at times have quite a shaky grip on the diplomatic stance of the OC (hell I've seen them engage GC!) then don't put all this pressure on the factions who have worked out our stance and roleplay it.

Good point but it needs to be directed at Tink really. I am a Junker guard I see Junkers in trouble and I jump in. (Sometimes blindly and rashly doh!)

Unfortunately Tink is rather busy this week from the few times I've been able to talk to him.
Anyway, there seems to be a lot of miscommunication on this issue. I'm not even sure which arguments are in-character and which aren't at this point. The Outcasts being angry makes perfect sense rp-wise though.
From what I understand, this all started after initial talks with some of the Outcasts faltered. I wouldn't mind some clarification if that is the case, and if so, which Outcasts groups were involved? Because one problem I can see is that with there being several factions, there's a lot of room for miscommunication.
It seems like things are getting sorted out in the Diplomatic threads though. We could really use a dedicated Outcast diplomat at this point though.
