I think it is a bad idea to try and keep such things private , Joe. Because the question will raize among some people "why him not me. Maby he is your friend ?" and such.
If the problem is indeed as sirious as you say. Then I suggest you jump to the highter level of things. Ban the Liberty Carrier from public access and request a story for it if anyone wants to get one. Then that story is discussed with ... some people ... and it is desided wheater the person will receive said ship. Ban the Liberty Dreadnaugt and make it accesable the same way as the Carrier. The LABC and the Cruiser , put all non LN ships of that kind on a -time- test. Observe them in say .... a week. How they act ingame and then deside wheater they are going to keep the ship or not and request ingame story for the ship.
Those things have worked up very well for the 101st.
From what I've seen so far the 101st have absolutely no control over Outcast capital ships, and I've been here for quite some time. It will remain private due to the fact that it's not particularly nice to reject someone publicly, its caused many problems before with people retaliating or spawning hatred for Liberty or LN or whatnot. Also Eternal, that was done with the registry, and it didn't work. I'm afraid that posting publicly gets people nowhere, and its harder to keep up with who's been allowed or not. If it's private, it will be a lot easier to keep track of these things. Teaching the indies doesn't work, I've done that for ages, sure some turned out great, and helpful. But most of them just keep doing what they do best, pvp whore. Now, I'm not saying official factions dont pvp whore as well, but I have ways of punishing and regulating that. Now I have the same thing for indies.
Also, just a note Mb52, some indies, mainly Gaf, old Xing's char and some others, actually have authority over lower ranking LN, Gaf has authority over every LN apart from high command in Alaska space, so we do give them incentive:)

So true, so true... And with the new registry even less.
And also i really hope, to see this work so that some, now dead liberty unlawful factions have a chance in their fighters. Mostly LR faction that died out from all cap spamming.
You haven't been to Outcast space lately, have you? I haven't checked in in a few weeks due to familial issues, but before I was out I hadn't seen a single-not one OORP anything bigger than a Destroyer. We have not one but two BSes to pick from, and I haven't seen a single one out of line in months. It's not the pure 101st anymore anyways, the Council of Dons itself is involved in the regulation and all militarized Outcasts may enforce the registry process with confirmation from senior officers. The original registration had issues. Those issues have been resolved. Does it work? We sure think so.
And I disagree about keeping the process private. That breeds accusations of favoritism. Liberty's registry process suffered from poor communication and an underdeveloped system. Revise it and bring it back as an extension of this, I'd say. It can still be made workable, though with as many people in New York as there are it will always be more difficult than anywhere else.

Put a Bounty on all Rogue Capital Ships, collectible only by Bounty Hunters, Freelancers, (Mercs?), in Gunboat and smaller class ships (to avoid BH BC rampage)... I think that'd help quickly solve the problem?
edit: By "Rogue" I mean LNS/Liberty Navy caps that aren't LN... not rogue gunboats
