With regards to your other point, however, there is no reason for the smuggler to force himself to be hostile to the owners of the systems through which he travels. That would indeed be the last thing any smuggler would want to do- to make himself a visibly wanted criminal. The fact that the smuggler is carrying cardi through Order NPC-controlled territory is already covered in RP by the fact that the NPC's can scan and demand contraband. Just because they don't always do the scan doesn't mean that it's OORP to fly past them without guns a-blazin'.
Now, using Omicron-100 is definitely questionable in terms of RP, but that's a separate issue.
The issue is with the traders/smugglers who use certain faction Guard systems regularly on their route(s), and take a bribe/do a couple missions just so they're neutral to the Guard NPCs which they are in no way aligned with. It's not going out of the way to make NPCs hostile, it's going out of your way (in an OORP manner) to make them not-hostile.
firstly i don't smuggle but i think it's perfectly within RP for a smuggler to bribe local law enforcement officials so they can pass safely through faction controlled territories.

Do you honestly think that members of The Order would accept bribes so shady individuals could poke around their most secret system?
That's like saying smugglers can bribe the navy to get into alaska. It doesnt happen. Sure, bribing local cops or mercs or bounty hunters might work... but not militaries.

Indeed, Tenacity. The number of people I see going through Poole (BPA guard system) when the BPA have a reputation of incorruptibility (Honestly, check their faction description) is completely stupid. Maybe I'll use them for SNAC practice...
I do smuggle and i do go through 100 from time to time but im hostile with that particular guard system. But there is always somebody who is willing to take the bribe weather it be you or ure retarded little brother has access to the security network because all he knows is hacking and wants money to buy candy? see what i mean and as far as the npcs the full thrust thing turn around and look at em works every time that's how i avoid guard system npc's. Player wise ive never been stopped due to the fact i have a battleship license for my scanner i see them long befor they see me. And Tenacity i agree with you on the silent thing i do it my self some times only when running if im engaged before rp is used and if u dodge in between rocks and what not cruise disruptors wont hit a pirate train. U cant catch them all but u can try.

i see your point, it seems it is a flaw in the game mechanics that you are able to get bribes for factions that would not accept them in RP. maybe some uncorruptable factions like the oreder or BPA should not be bribeable - missions being the only way to increase rep. That would make it alot harder for smugglers to get through guard systems.

well ill have a bomber or.. a gb if swiss lets me in the next mod on my order character so i can help you pvp whore them in guard systems until the bloody cows come home.
Also are there any trade routes that take you through poole? and whos bright idea was it to connect guard systems to common trade rotes anyway..? lol unless it was some crazy mistake.
Ive had enough of disco for now. I might be back at the next mod release.

But, it's also considered 'common ettiquette' around here to shoot a disruptor at the NPC's during any pvp engagement if you arent hostile to them.
Basically, the people in question = completely oorp. Not only are they smuggling through a system that is probably more secure than even alaska, they're transporting cargo which is considered extremely dangerous/illicit by The Order, and they're friendly with the guard npcs? Oh, and to top it all off, not a single word out of any of them, RP or otherwise.
These people are simply powertraders looking for quick money, and they're probably going to wind up buying battleships and causing problems on the server anyways.
