That is a very good thread. The rules need some clarification. Caps are used to defend the land. If they cannot fire at traders putting it in danger, where is the roleplay? Protecting the land is not pirating.
The thing is Capital ships aren't needed to 'defend the land'. Bombers and Gunboats, and even fighters are easily capable enough of doing it.
Remember, you're trying to interact with each other here in this community, not snuff out another persons' Roleplay.
Pirates are not allowed to pirate in Cruisers and Battleships for this very same reason. And it was the community who said "If pirates can't do it, then why can lawfuls?"
If this gets changed that question is gonna be reversed to "If lawfuls can do it, why can't pirates?"
Do you really want to see 5 Dessies camping the lane in New York, stripping every trader to the bone?
IDs take precedence over server rules. That is what they are designed for. We cannot make a single set of guidelines for every faction, so IDs with specific rules were created. Hence, Weedalot understood me correctly.
This whole thread is a moot point - it was answered three months ago. If your ID says you can engage another ship due to circumstances - as Kuraine says, it does NOT matter what ship you are in. So if I'm in my battlecruiser in Delta and I see an Advanced Train full of - or even with ONE - Nomad Specimen and he refuses to drop them after appropriate role-play - he's going to become an expanding cloud of gas.
Ok so I've seen a lot of: "This game is about fairness" I think that's kind of well dumb I mean this is RP of Freelancer this game is about RP! Life isn't fair and really life in space isn't either. Just think about this, I saw someone fly around a battleship with illegal goods because he said "HAHAHAHA Rules of engagement say you can't shoot me." If you did that to a battleship in the US Navy the ship would engage the smuggler especially if he is a enemy of the state.
Rheinland Traders should be fired upon by battleship IF he refuses to listen to the battleship and leave or drop his cargo I mean what's he going to say if they can't fire. "Ha you can't fire at me so I'm going to ignore you."
The same should go for Kusari and Britonia but yes I think those are the ONLY exceptions as stated by the ID's.
Now I think what needs to be done is just let the Admins clarify this because this is just going to turn into... Ok so it's already a speculation Thread....
Anyway that's my two cents.

What? My RP - and what we've (at least Athenian and several of the rest of us in the BHG|Core) been trying to portray is similar to that of religious zealots (aka Crusaders or Knights Templars) in dealing with the Nomad threat. We don't worship them like the Outcasts do - we revile them. We want to control all of their technology, know all of their secrets, and keep it all for ourselves (and of course, for profit, because also similar to the Templars, we're very, VERY wealthy.)

This ought to be interesting about the time someone who doesn't pay attention to this forum flies in front of an LABC thinking that he's good, thumbing his nose - and the LABC blows the crap out of him.

Think of your ID like a series of special rules. They are your RP rules. RP rules are just as important as the rules of the server. If your ID allows you to stop a trader with a cap ship, then you can stop a trader with a cap ship.
