Pilot carrying this ID is an independent Pirate of the Sirius sector, who:
* Can demand credits or cargo from traders and unallied smugglers or factions
* Can engage pirates, terrorists and lawfuls within their Zone of Influence
* Can fulfill unlawful bounty contracts
* Can trade and escort smugglers
* Can ally with unlawfuls, mercenaries, and freelancers
* Cannot ally with any lawfuls
* Cannot use any ship with more than 3,600 cargo capacity except for the Pirate Train
* Cannot land on any lawful bases across Sirius except for Zoner bases

Look, lately I have been discussing this with a few people, all these discussions have led to the same result.
The IDs of pirates need to be changed....
Right now, people use these IDs as a free pvp ticket, Pirates are people who , ill quote

See, people look at this..say "Lol! Ill go shoot lawfuls nao :3" and so they do....No, that is not what pirates do, the pirates may attack millitary targets to cause a distraction, but the everday 6pm lolraid on NY is just....sorry but its oorp by itself.
The ID needs to be changed, to fit its name: the PIRATE ID, not the TERRORIST ID.
Terrorists attack lawfuls in order to get their point across, pirates run.

It's not the ID, it's the people. I suppose you expected that. Well, your should realize that by * Can engage pirates, terrorists and lawfuls within their Zone of Influence , it doesn't mean they can freely do so. They still either need a bounty, or some real roleplay reason. Otherwise, you cannot tell, and it applies to most of the other IDs, such as smuggler, freelancer, mercenary, trader and slaver.
Hrm , I can't see much of a problem the way it is now. Foolish indie pirates decide to lolwut themselves into an enemy armada and get their heads shot off. Temporary inconvinience really.
On the other hand , the Pirate ID does look like it provides way too much freedom, on paper at least. I can see how it can be annoying for lawfulls and pirates alike to have to shoot down countless idiots per day...
Its a bit sad that "indie" pirates dont seem to follow the rules of common sense. The fact that they arent affiliated to anyone should be even more of a factor into their playstyle, not having anyone to rely on and all...

This suits my purposes just fine, seeing as the Buccaneers leg it when the law arrives anyway. but I get the feeling this will be a hamper on some people's RP. While some may RP as cowardly profiteers (myself one of them) others won't, and may represent more blazen types.
Something needs to be done to stop nightly invasions, but making attacking the law sanctionable isn't the way to go about it. Look for different wording, or simpily get ingame and help school those who abuse in the ways of the true pirate.
