This missile basically is for shield busting, It does drop the energy level of an opponent for a short time.
Here is one that I am proposing:
The next iteration of the Neutralizer
N-EMP-02-"Devastator", Class 8
100 Hull damage
3000 Shield Damage
Range 1000M
Speed 100M/s
Refire rate 1.0
100M blast radius
Turn Rate 2.25
Extend the time that your energy goes low if you get hit by one of these with your shields down, like the Neutralizer. Say maybe 4 - 6 seconds. Consider it a bulked up Neutralizer.
Most Militaries / Police would have had a missile like this developed in response to overwhelming numbers of Missiles being thrown at them.
Comments, Ideas? This is my first try at suggesting a weapon.

I think 10 is too long and 5 is too short. And why such a round number? How about 6 seconds?

Ammo for this would have to be expensive, as these wouldent be cheap to produce. also, 500m blast range? are you nuts? thats half a kilomiter range off a fighter launched missle.
Imagine a fight where someone spams you with these missiles......you would be dead in no-time.
How would any GB, Cruiser DD or BS defend against that ???? They would be sitting dogs.
And if Caps are fighting each other, then it is a matter of who fires the 1st EMP. Then while continue firing EMP's keeps pounding the enemy witout fear of getting damaged.
Quite offsetting and unbalancing weapon....
Perhaps if time is very low (like 1-2secs), damage ratio limited to the ship where it is fired on, etc.....
And yes I realise that makes it behave much less like an EMP, but otherwise I say no
