I don't understand how you have made zoner neutrality this total inalienable factor. Just doesn't make sense, especially when you consider zoner actions. It's not some vanilla thing like you make it out to be. It's not the cornerstone of the faction. They're not called Neutralers.
And like I said before, the posts that have come out now make it pretty clear zoners wouldn't just be like 'oh sure' if you asked them first if they would like very much if you put a bounty on them.
I'll just point out, as Blunt already did, what I think is a precedent: Unioners were expelled from Freeport 2 when Rheinland wanted to take action against the station because it was harbouring them.
Btw, there isn't such thing as "Vanilla O-49" - Omega 49 is a Discovery system, it wasn't in vanilla Freelancer.

I also thought about the Unioner comparison, in RP I think the Bretonian's have every right to at least mount political pressure on the Zoner Council to request Corsair Warships are no longer allowed to launch raids from GC.

I also love Benjamin's point. The main point of Zoners is living out in 'the Zone', deep space, the middle of nowhere, far from the politics of the houses. Neutrality is something they have, amongst other things, to help this. They aren't 'Neutralers'.
Zoners should keep good track of anyone (char by char) who wronged against them. Make clear that we keep neutrality towards all (or most) of the factions but that those who attack or kill Zoner without proper reason (not paying reasonable amount of credits to pirate for instance) will be dealt with. KoS list will grow bigger most probably. Make ZRT stronger and form sort of a chain of command for that sub-faction so that they can shoot back effectively. Freeports should remain the way they are now, NFZ should remain being sacred. Swiss sounds good as an example, we just need Swiss guard!
The Brotherhood already docks mostly on Mindelo (The Corsair base in Omega 50). There are no ships that launch from Gran Canaria and attack Bretonia. We only dock if we're visiting, or have some other business. (again, I can't speak for the OPG, for example) There is a long tradition of a Corsair colony on Canaria, and that even though we don't own the docking ring, we still have family and interests on the planet.
What seems somewhat odd to -me- is that the Zoners allowed the Bretonians to construct a refugee camp on the same planet as thousands, if not a couple million Corsairs. Do you honestly think that those people would tolerate such a thing? Omega 49 is suppose to be for the Corsairs to protect against Bretonian agents.
Also, the Cork thing has nothing to do with this situation. Yes, it's an atrocity, but it's Mollies against Corsairs, the Zoners have nothing to do with it. (It's also in a guard system. I didn't know that the Corsairs nuked a whole planet until someone told me. Amazing how things just pop up)

The way I see it is that anybody living on GC with any sort of permanence isn't about to take up arms and strafe one side or another.
They're Corsair citizens who don't want to starve, they're Bretonian citizens who don't want to get bombed to Jassy and back by Kusari. If they've got a ship with any guns worth their salt they'll get quickly evaporated if they try anything.

My point still stand about the Port Jackson thing. It makes almost no sense, Gran Canaria was supposed to be a secret, or at the very least a well defended system. The Zoners hired the Corsairs to run patrols in the area, and then invited the Bretonians to come in, build a settlement and talk about the daily news. Then the Bretonians are shocked that the Corsairs are even allowed on the surface.
So what are we talking about here? Mollies? Refugees? What?

True, Corsairs are worse. They nuked a whole planet. Could any neutral party truly reconcile harbouring them with their neutrality?
Corsairs nuking Cork then being allowed to live on GC is like a terrorist in Al Qaeda setting off a bomb in New York, then openly moving to Zurich, and the Swiss not turning him over.
