Firstly, the Zoners aren't harboring anybody, the Corsairs live there. Alot of them live there. Secondly, the only people I've seen invade Omega 49 as of late are QCP. Do the QCP represent the Mollies now? Or the Crown?

The people on Cork were Bretonian citizens, whether they liked it or not. We've a duty to prevent such utter inhumanity to our people. Even if they weren't, most would condemn such an act, even neutral parties.
Why do the Zoners let Corsairs live there, under their docking ring? That is harbouring them.

So yes, some Corsairs bombed Cork, does that mean that the average house mom and dad working at GC's docks are responsible? No.
That shows a lack of political motivation. Plus, I doubt all those Titans in Omega 49, like the ships the QCP were hunting (who were complaining about NFZs when getting shot: see 'harbouring warships') are mums and dads working the docks. The reason the TAZ opened fire was to defend Corsair Titans.
There should be political condemnation of their government, which there isn't. There is friendly meetings instead.
I would like to add another option to the list provided in the original post.
The Zoners should do what they usually do in these circumstances and TALK TO PEOPLE. The great thing about the Zoners is that many factions in the edge worlds depend on them for survival. Without Gran Canaria under Zoner control, many factions would lose quite a bit of investment.
However there is a problem in that the Houses don't depend on the Zoners much. Sure, the odd resource can come cheaper, but they can produce basically everything they need. Bretonia would be the aggressor in this, simply because they would gain so much more invading Canaria. Therefore the Zoners need to start pulling strings. And I"m not talking Corsair strings either. The Zoners have a very interesting roleplay in that they are at least neutral with so many factions. Talk to people, get a defense force together and repel the invaders.

This is true.
In vanilla, the Houses didn't bother the Zoners since the Zoners had nothing they wanted and tended to back down to threats from governments when pirates were involved.
The pirates didn't bother them since the Zoners made themselves useful.

So, Russian mercenaries, lets call then Ravenwood Co. to be cliche, are assigned to guard a random company in the US. Lets say one of Donald Trump's places. Anti-Russian extremists (? 0.o) come in guns blazing, busting caps in them and hunting them down, and proceed to start attacking Americans because various landlords gave them and their wives apartments?
Because that's really what they are. The Zoners hired the Corsairs and I don't think they'd travel 2 systems to get to work. "Oh hey, so where do you live? Somewhere here in New York?"
"Eh, Indiana actually. I wake up at 4:00 and fly by jet to get here on time."
