A few solutions:

The most profitable trade runs should go through Rheinland, Kusari and Bretonia.
Mediocre runs through Liberty only.

Make the outer systems in Sirius the most profitable. While not maybe the most realistic idea, it does make sense if you want to draw players out of Liberty.

Another solution:
Shut down the Penn gate due to terrorist activites or something (Maybe Zoner influenced for example. Or Xenos wanting to cut off the Zoner foreigners).
Push people into other systems from Penn. This will shift all the n00bs elsewhere, which is a good thing really. New York can also encourage a more pvp type attitude, which is bad for a n00b to grow up in I think.

Overall, shift the focus away from central Sirius. Cause a giant explosion, blow up some NY tradelanes and shut down some of the gates.
Do something radical and it WILL shift people out of the system.
Linking Penn to NY was possibly a very bad idea in retrospect.

Fewer systems won't change anything, the only thing that would is to somehow convince people that New York isn't a good place to hang out (and that Pennsylvania isn't a good alternative).

Bout all my chars are Liberty based. That said, I do take occasional trips out of liberty on my Dreadnought or BC.

Because it’s flag that I love

Well, I think all new players should start in a neutral system IE: Freelancer/Zoner.

Come on! Be free!

I like this idea but i think you would have to do more, or people will just stop traveling and float around Manhatten. Maybe add some violent, stronger NPC's, radiation pockets in densily populated areas, move where new chars start to someone nuetral.

It is a radical idea, but look at the numbers on the graph. radical is needed to fix this problem. And this is a problem because it is DEAD in most other systems...

Rheinland, here I come!!

Some say that he is allergic to a fungus found only between the toes of Corsairs,
and that he is oblivious to 98% of Liberty Law. All we know is...

He's called the Busdriver!

It will congregate the non-liberty players somewhat.

The non-Liberty players already congregate, in the Omicrons. :P

But that's not what needs to happen... Liberty/NY players need to spread out, those already spread out don't need to congregate.

Aye, we want to stop the major congregating. A spread of say, 3 or 4 players per system with 5- 10 per major system would be ideal I think. Capitals of houses included.

Seriously, disrupt New York. Do something to it. Just make it less of a haven for people.
Right now it has:

1. Huge number of people
2. Unlawfuls of all Outcast and allied kind
3. Lawfuls
4. Tradelane system allowing quick travel
5. Good trade routes
6. A war
7. A special place in everyone's hearts.

Compare that to a Tau system.
Not at all as good by that comparison.

Really, make the system less friendly. Say a Rheinland strike group got in and blew up some tradelanes to disrupt trade or blew up Manhattan's docking ring.
Do something radical, but sensible.

New York's sun expands into a red giant! Only bases remaining are those near the edge of the system, Rochester, Pittsburgh, and Buffalo! The increased radiation sets off a chain reaction in the NY->Alaska minefield, destroying all mines and the jumpgate they protect! Millions upon millions die or are evacuated to one of the other 1032 habitable planets owned by Liberty!
