Zoners have governing forces, such as their various factions and the Council of Zoners attempts to control what it can.
The difference between Zoners and Houses is that there are many, many different controlling forces most of which are independant of one another. Realistically speaking, Zoners should have one faction per base or something to that effect. Impossible of course.
I believe this infocard, for Gran Canaria, shows that Bretonians, Mollys, Hessians and Bounty Hunters all have good reason to trouble said planet. It also shows that it isn't just about women and children.
All I can say is that RP wise Zoners kicked Corsairs out as protectors and no longer pay them. *shrugs*
Of course Bretonians are free to be in GC. Sure thing. I'm just puzzled why it took so long to occur. Especially AFTER Zoners kicked Corsairs out as bodyguards.

Plus you've got a sprawl of stations spanning most of Sirius. Yes Zoner fleets are big, but they're not big enough to cover all their ground. Sure, fleets could be redeployed as needed, but for any real chance of a timely and effective redeployment, you need tactical cohesion (see first paragraph), which just isn't happening. When a fleet redeploys that also opens a chink in the armour elsewhere - giving more vultures room to swoop.
Aggressive Zoners are infeasible. You're too spread out and untrained.

That's not what the infocard says. And I'm fairly certain that even if the Zoners canceled our deal, we'd still be there to ensure the security of the Corsairs on the surface.

-The zoner is a loosely based organization, with extensive funds, formidable firepower, and access to every corner of the sirius sector.
-They may be viewed as unpredictable by other factions, too many subfactions (almost every zoner is an independent group). Today sell weapons to Rheinland and tomorrow Pharmaceuticals to Liberty.
-If they are peaceful and neutral, why the heavy warship. (i think a condition for neutrality is the minimal weapon proliferation).
-the statement -we are peaceful- in a Juggernaut isnt very reasonable (even if is true).
Any Military advisor may considere the zoners as a threat.
PD: a question, why the Lawful Houses have to respect the NFZ. This is nonsense, if the zoners do or say somethig, the can be banned, and whitout free access to house space the zoner groups are doomed. And the House corporations will be in gain. So Explain the Neutrality again, a casual zoner dromedary is a thing, but large Whale convoys are a juicy target even for tax collectors.
