NO, QCP ARE NOT UNDER DIRECT ORDERS FROM BRETONIAN GOVERNMENT OR THE QUEEN.
They have been in the past, but now, THEY HAVE GONE ROGUE AND DO WHAT THEY WANT.

Yes, we know. The QCP are no longer officially BAF. (or at least in RP) However, the Zoners do not care. They are Bretonians in Bret ships ... blah blah. From the perspective of the Zoners, there is no difference between BAF coming in and shooting and QCP doing the same.
If the crown could actually distance themselves and try to round them up, or just stop them from shooting Zoners, then that would be seen as a peaceful and productive measure. The lawful Bretonian forces standing still and letting this happen is proof, however wrong, that they are conspiring.
That could be another solution to this problem, is getting the lawful portion of the Crown to restrict their movements to just in Kusari. I know, that makes interdiction that much harder, but that's why the Privateers are the best of the best, matey.

Bretonia has already stated that shooting/pirating Zoners within Bretonia is illegal and they will consider the Privateers unlawful pirates if caught doing so. However, Bretonia has no responsibility or reason to enforce their laws outside of Bretonia, they just don't care, just like the Zoners don't care what anyone who makes use of their Freeports do, as long as they do it away from their Freeports.
Zoners are free to be dense enough to consider the actions of the QCP the same as those of Bretonia itself, but it doesn't make much sense, and what're they actually going to do about it? Consider all Bretonia factions hostile/unfriendly? Attack the BAF with Juggernaughts? That doesn't look good for neutrality, and I'm sure other factions outside of Bretonia would take notice.

Interesting. I'm sure the Crown doesn't care about Juggernauts invading Dublin, now do they? That is one of the reasons why the Corsairs never tried to take out Freeport 9, because there was a massive ship of war somewhere in Theta.
This isn't some miscellaneous pirate group stirring up trouble. This is a well respected group, some would call soldiers, causing havoc. With the war in the Taus, why would the Bretonian government "not care" about inciting a group that they don't need to go to war with?
Bretonia can state whatever it wants, but if they are perceived as doing nothing while a bunch of pirates they equipped and funded start killing Zoners, well that doesn't look too good.

Juggernaughts invading Dublin? Please be serious. I suggest reading LeMaitre's earlier post about the absurdity of Zoners 'invading' or 'going to war' with anyone. They're a group of edgeworlders with a few big ships, but they are not a House, and they are not a military, and Juggernaughts aren't really very special, just big.

Juggernauts invading Dublin? Not going to happen really, as said before, Zoners are too disorganised to fight a war.
Besides that, Zoner Juggernauts are not really warships. Not with those biodomes attached to their hull. Despite their armour, they are huge and slow bricks designed more for defense than assault.
They care, but cant do anything about it. Omega 49 is not under Bretonian jurisdictions, they cant enforce their laws there. They already said shooting Zoners in Bretonia is illegal. And thats all they can really do.
