I, as official diplomatic representative for the QCP, along with BlueSpawn (who I'm assuming for the time being is the diplomatic representative for the CoZ, since he's the one who contacted me) have indeed begun the arduous process of negotiation (haven't actually negotiated anything yet, but we're working on it).
This doesn't mean we're going to come up with an agreement, just that we'll give it a shot. There may or may not be sticking points upon which no compromise can be reached, but we haven't gotten that far yet.
Please please please please please. Make the Zoner Juggernaut an admin-given ship (but maybe boost it above normal BS stats in exchange). In RP, it is *rumored* that they have 1 or 2 big warships with heavy firepower to scare off border/edge world pirate factions from raiding Freeports. Ingame, Zoner Juggernauts are one of the most common ships ever >_< .
Also, Zoner Guard traders. It makes absolutely no sense that there are so many of them and that the Zoners are the economically most powerful faction in all of Sirius. How about restricting their ability to trade to the Border/Edge Worlds and the few systems Freeports are in? The Zoners are a small, ragtag bunch of refugees and other people not living in the Houses - should they somehow be able to afford something larger than a little freighter or civilian shuttle, they should be using it to keep their Freeports and maybe some nearby non-lawful House ('sairs and 'casts are Houses too, but no lawful ones) faction bases supplied.
If these things would be changed, maybe people would finally view Zoners as what they should be in-RP instead of what they are now ingame.
I honestly think that ZBT should be restricted for active CoZ members (companies represented in the CoZ too) only. That way we will have only people who RP and follow the rules flying it. No smuggling, power-trading etc...

I can't disagree on that one... the Juggernaut is IRP meant as a mobile Freeport and shouldn't be used offensively - if at all only when trying to reach a Freeport under siege in order to evacuate it -, while the Aquillon is the Battleship used for combat.
So... how about giving the Juggernaut the same deal as with the Barge? Maybe even increase it's armour to the point of being truly able to take a beating... but it'd would be given only via a special RP request.
I would even go so far saying that any and all Battleships should be restricted to official factions, and each of those gets an admin set maximum of each BS class - if the faction has more than one - they could muster.
Battleships should be the pinnacle of combat power... few and far between... but deadly.

If implemented, the only ship you'll see Zoners flying to trade inside house systems will be the BWT with 3'600 cargo-space. Zoner Whales will still fly through house space, but only to reach the allowed destinations.
And for your information... the CoZ discussed this unofficially and agreed on this being the best way to restrict trading in 5k transports in lawful house space to house trading factions.

Now you're taking an awfully large brush to paint a picture, and that is what ticks off all the IRP Zoners actually trying to enrich the servers gameplay.
On a side-note... I've met many a player in different factions who admitted to have a Zoner Powertrader Char just to finance their other characters... maybe that is the real issue here, as the moment the Zoner Guard ID changes are implemented, you'll have them switch to i.e. IMG ID's or any other allowing 5k transports to go everywhere, regardless of the ZoI meant for their ID.

The zoners were always meant to be isolationist from the beginning. Their RP is to be neutral, weather it's fun or not. If people want to have fun taking the first shot then they should enroll into pretty much any other faction on disco.

Signed, though I'd also extend this to Cruisers and give the BS class a big boost. Battleships should be something truly awe-inspiring and unique, both in RP and in PvP - I'm not saying they are bad in combat, but taking one down with your buddies isn't a big achievement.
Also, even if nothing will be changed about Battleships in general, all Zoner ships above GB should be admin-given only. Seriously. The Zoners are neither an economic powerhouse, nor a superpower, or even "just" a House. There's no way they can afford to build more than a couple of defensive caphips to ensure the safety of their Freeports. "Zoner Warship" should be an oxymoron, not something common.

Even if that gets through all the politics, it still wouldn't be enough in my opinion. House space would still get flooded by Zoner traders (just in smaller ships) since even when you nerf their profits, they still will be earning more than most other factions.

Well, ask the [LN] how badly they suffer from LNS lolcaps. With the difference that you actually see quite a few RPing Navy chars, but RPing Zoners (while they certainly exist) are much rarer (most of them are lollernauts and Whales).

That, sadly, is very true. Trading is utterly broken in this mod, especially in .85. We've had a topic once were everybody made suggestions on how trading could be turned into something you'd do because it's fun and not because it was necessary, and I outlined my ideas on how that could be done as well, but I doubt anything will get changed from the ground up - it's simply too much work to be done now, and Xoria is still chief of trade until .86 from what I know.
A large part of the problem with Zoner RP is refering to Zoners as Zoners. The CoZ and SHIZL make it seem like there is a head of the Zoners you can appeal to similar to a House Navy or Corp but there isnt. Zoners are more like Freelancers in the sense that we by and large answer to ourselves or our faction only. So when people say 'Zoners do this!' or 'Zoners do that!' its kind of annoying as not all of us do that or this yet we are tared with the same brush.
So, id say the best way to get a Zoner RP solution is talk to the faction leaders whose ZOI is in the area you are in and talk to the CoZ.
A good example of this is the current OSI and OPG hostilities. OSI are to be taxed 80% of our cargo, maybe even 90% now, who knows with the pirate king, if were found by OPG in the Omegas and taxed 2 million for being there and possibly blown up to collect a bounty he placed on us. But people are talking to each other and RP is happening so itll play itself out hopefully in a fun way for all rather than people going to the admins about what could be seen as extreme measures.
