Since the radar jammer thing is one half of a working cloak, the Nomads and Wild would totally have to get fully functional cloaks, so yeah I'd support that.
Missile cams on the other hand are kinda pointless.

i really want to see my battleship missile at the momment when it hits the enemy.
My first thought is... are those camera-view missiles controllable by the firing player, like TOW missiles?
If so, then they should be implemented in replacement of capital ship missiles, and we need to give them an extra 5k range. Being able to fire a missile from your capship, safely hidden behind a planet, and guiding the missile out to the enemy fleet would be kickass...
Cloak thing is cool too, should be restricted to specific ships which have stealth capabilities though, and the cloaked ship should have no shields and no weapon power while the device is active. I'd say give it to ships like the phantom fighters, order recon cruiser, etc.
I like the idea of conditional uses for such a device.
A 'Full stealth' faction like the Order might have a version that cuts shields whilst active - or might be restricted only to certain classes of ship (which would be even MORE awesome with dockable carriers;)).
Give them to the GMG - but only functional in nebulas ie: Only where it says 'sensor efficiency reduced'.
Maybe some different types of condition could work for other factions...
P.S You know what, having a 'third option' device like this jammer for conditional use in some factions might finally make Admin-granted factions like Nomads/Keepers/Phantoms viable for access to full cloaks.
