Researchers and Pirates?

Ever wondered how pirates get a hold of all those bio weapons and stuff when you have to do missions to destroy/retrieve the cargo?
Pirates will steal anything of value, and if there's nothing of value to steal, they'll steal it anyway and try to swindle people into thinking it's valuable.
