Tenny is right on a few points. Patrols are too few (I'm one of the few patrolling it with my GB), OORP activities are too high and much of the trespassers extermination has to be done by players Not game mechanics.
Game mechanics are not the solutions to our problems...
Although, the idea of having a BHG warship flying around in the whole alaska make me feel not very comfortable on my chair... ohh wait, that is maybe because it is not a good chair. Anyway, on subject, I can only see some BHG patrols the northern end of the system (where there are currently some BHG patrols in fact)[minor/Atum area] in limited quantities known to the local authorities of course. Still, I believe a LSF or LN character would be best suited for the job. I don't see BHG having much other goals than the Order, even if their war barely makes sense.
As for bases access, there is pretty much only Mitchell and MAYBE Juneau (but that depends on what the LN says). Both Vanilla bases in the system are now publicly know (you pass right in front of them when using the corridor... so heh). Although bases added in the mod are purely secret.
Also, I'll say it, since nobody seems to be aware of it. Alaska officially exist, but the operations and tests conducted within the system and on its bases are totally secret. Any authorized ships (BHG traveling through) seen outside the trans-Alaska corridor are to be killed on sight.
This RP update was done to avoid the usual "Alaska does not exist situation" caused by players using knowledge gathered outside of the RP element [not everyone really knows that the system is secret]. It was also done to follow Igiss' RP (IE BHG core using Alaska to get to the omicrons) without facing non-logical situations like: "Greetings BHG core pilot, you are now traveling through a system that does not exist". To preserve some secrecy within the system as well as some players' RP (like Mb52 prototype BS) I installed a corridor to which all players allowed to fly in the system most stick to. [In future updates I may remove the "fog" around the corridor... quite hard to travel in it atm].
I may add a few CD platforms in some areas within the system, but at high server capacities, there won't be any npc spawn to kill players.

Anyways, despite the objections... the BHG RP in alaska is already established, from back in vanilla FL. It's not something you can just wish away - the LN/LSF have entrusted bounty hunters to that system in the past, and it isnt unreasonable to think that they may do so again.
I'll correct you, there is no spawn at all within Alaska in vanilla except story mission spawns. BHG were added by Igiss in early versions of the mod(before .82 I guess)

Merge Virginia into Alaska and make it a guard system. LSF can probably have their guard system in the same place too. Then put Guard NPCs. Guards with CDs.
Since SP is no longer an issue, I don't see what's to stop this from happening.

The operations of the LN and the LSF are drastically different. Merging Alaska with Virginia is a very bad idea in terms of RP consistency.
