So what if someone puts up an unofficial faction proposal to be reviewed until such time has past that the starter has been able to make it into a more official proposal, one worthy of approval.
So what if you, Blackwidow, ran a somewhat successful faction with 12 people who if i recall.... left in an "RP'ed desertion of former leader". That doesn't guarantee that faction will be yours. Someone can still come and make an official proposal for the faction.
Hell, the GRN| are official now, but will that stop people who want to be separate from them yet still in a player faction/group? No. If someone wishes to try, they can put up for a second faction of the same alignment.
And I come to a close with this.....Who exactly did you pay and how much did you pay them to proofread something like that.

Les Vampirs Proposal is being proof read as we speak. I Put a lot of work into les vampirs and to let it die because some "Idiots" didnt like what we did is a real shame and not gonna happen on my watch. Hence why im relaunching Les Vampirs this time properly I have over a bill to spend. that so called desrtion was by Peter Kristall who didnt like our violent approach, I gave him the choice to either stick with it or leave he decided to leave and thus made it look like he was deserting. Where in fact he left with his tail between his legs, and began the group CdR which was died out anyway. Who or What I payed to read our Proposal is none of your business, what is your business though is to know that it will be yours to review soon enough!

As to the insulting of someone who chose his own path, i find it unamusing.
Over a bill you said, i can only imagine what someone's price would be to proof-read something like a Faction Proposal. Hell, mine would be no less than 500m....and possibly upwards to 750m depending on how much i cared about the wanted faction getting an official player faction.
Hope you saved some for the proposal itself, or atleast don't plan on getting a "flagship" remembering you can only best a Gunboat classed ship unless you work out deals.
Looking good, lad! I see you 'borrowed' a few things from the Buccaneers in your post, but that's not necessarily a bad thing. Keep the RP as good as I know you can, get some equally dedicated members to help you out, and I think this is sure to be a success.

This looks like a nice take on the Brigands. I notice large quantities of correct spelling and grammar too, which places you a fair few positions ahead of the competition. The basic story works, even if it's just because it's the stock material supplied with the NPC faction. At least you made the effort to publish that, rather than just leaving the document blank, however.
The next step would be to expand on the premise and personalise it. So far you've got the stock material that explains who the Brigands are, but not enough to explain who the FBG are. The final paragraph is a start, but it needs expanding. For example, are you planning to occupy a niche position inside the faction, or occupy the entirety of the Brigands? This would be like being the NPC faction BAF, as opposed to a wing/subsection of it. I'd assume you#ll be the Brigands.
I'd advise filling things out on the people side of things. Using the Buccaneers as an example (which is highly ironic, considering the player faction predates Brigand ones, yet the Brigand NPC faction actually exists, as opposed to the Buccaneer one:P) there is a mention to three distinct portions: the past, the present and the future. You have the past and a little of the present so far.
The basis of the past is to establish who the group is, and where they came from. You already have this in the form of the infocards. In the Buccaneers the past was the 'Golden Age' of piracy.
The present is to explain the current day incarnation of the group; how it's developed since it's early days, or perhaps how it hasn't. This is the most useful part of the description because it explains how current players will interact with you. It's all very good if you lot were Robin Hood two hundred years ago, but that doesn't help in the slightest if you're a more ruthless version of the Rogues today. You can use this section to give the faction some personality, as in describing the leader character (as has been done in the final paragraph currently) and explaining how he came to power/altered the group. Be careful to keep on topic with the faction, and not dissolve into a character bio though.
The future bit is simple enough - what they're aiming for and how they plan to get it. You've got that too, but you could work it into the rhetoric.
Nice graphics by the way. And I'd just like to take the time to point out that, "While Brigands sustain some sort of romantic aura of medieval highway bandits who robbed the rich and gave to the poor, they often do the opposite, robbing smaller shipping companies in favor of larger corporations and their Police protectors," doesn't actually make much sense. Maybe reword the last sentence to, "favouring smaller shipping companies as targets, as opposed to the more influential and well connected larger corporations and their Police protectors"?

We-ell, the above isn't going to make you any friends. You've admitted that the Les Vampirs died out, as noted with the word 'relaunching'. So, that further reduces any claim you have to the group. You're not official, which negates any counterclaims you put forward - at the moment, it's a level race between all the unofficial factions towards who gets the official spot. I'd assume the faction with the highest callibre of ingame and forum RP would get the spot.
And calling the man who saw a niche and attempted to occupy it an 'idiot' is just unwarranted. Besides, if he thinks he can do a better job with the faction, who's to stop him trying? Consider it a bit of competition to keep the both of you on your toes. Less flaming, more rational thought please. Being a faction leader requires a cool head and maturity, both of which being liitle evident in the vast majority of your posts. Basically, read the below.
