If I were ever to see one of my KSP doing something like that... well, they'd certainly be in a lot of trouble. I make sure that my officers understand that conversation and role play solves many more problems than PvP does.

The Hogosha just protect Kushari from our enemy's.We always help the KSP and the KNF against outcasts bretonian scum,Dragons and other famous and infamous gaijins. So for our help we deserve to be honoured by the Kusharian People.

Hogosha has quite close ties with samura. Samura has strong influence on governing the entire Kusari.
Tells a lot I think.
Furthemore Hogoshans are often watched as kusari militia force. Oh and they strike on kishiro too by samuras orders. Since samura wants to put kishiro out of buissnes and make huge monopoly.
But agian, I think Hogosha has one very good sinonim - Yakuza
While Samura is more than happy to offer it's influence to help Hogosha or even Farmers with regards to upholding their image.
Nothing can be done to protect someone who has just been caught committing crimes against the state.
Sure we can help bog down anything that goes through the courts, we can even throw money at some well placed official.
But none of this affects the officer that witnesses a crime and decides to put a stop to it.
This is not how Kusari operates nor is it how we wished it did.

A while back when I was kicking Cryer off I had a chat with pipboy and there is basically an under the table deal like you've outlined above, only with Cryer instead of zoners. It's just relatively small time because they're two pretty small factions with pretty old members who can't play all day like seth karlo. It's worked nicely so far, anyway, when it's been called upon.
From my experiences as a BDS, I'd say yeah, we're treated too nicely by lawful Kusari. As both a junker and a hogosha, I'd always expected to be treated like an actual real-life criminal - the cops know you're a lawbreaker and up to no good, but they just can't actually touch you until you break the law where they can see you. Junkers it's mostly a mess from all sides, and with the Hogosha it's a praised and loved as patriotic hero until proven guilty - and you will never be proven guilty - situation. I even saw a KNF shoo off an indie KNF from reprimanding an FA from pirating, in what was basically the worst moment i've seen here.
In my hogosha time, I've been fairly frequently asked to help the KNF in military actions, and never been shaken down or scoped out. Wat.
it's just another one of those times where people would rather have a really basic black and white situation of best friends and worst enemies rather than something that requires thinking about.
Yesterday, I yelled to get away from a coming fight to 4 hogosha indies, and I even took the lane down with a miner after docking on it.
Not to mention that I warned them with arresting them if they don't follow my orders.
