Well, since you said you don't want to actually stop them and ruin their day, so to speak, you're in luck, because in a capship you're not allowed to interdict smugglers to begin with. That can only be done by fighters or bombers. Capships are just heavy support.

Just to correct this minor error...
Gunboats are considered capital ships, but are NOT considered against the rules for engaging transports. Stuff BIGGER than gunboats - the cruiser and battleship class ships (aka destroyers, cruisers, battlecruisers, battleships - you know, the BIG stuff) are what can't engage transports except under special circumstances. (Otherwise you wouldn't see all those pirates in gunboats...)
And as far as what to do with smugglers, I suggest fava beans and a light chianti go well with smuggler.

Silverleaf, if you were to read the rules, you'd discover you cannot touch a smuggler in a transport with your LABC. You'll find you are missing some equipment if you do.
I seriously suggest you try to find the fun in flying smaller ships. You seem to be very focused on owning the biggest/baddest/whatever ship around. You can do far more in a smaller ship like a fighter, and will last far longer in a major furball. Try it.
You'd be able to do something about a smuggler if you were in a bomber with a CD and Supernova.
Actually, while I thank you for the explanation jihadjoe and understand I cannot do anything to him in my CARRIER (I trashed my LABC), neither do I intend to do anything to him to ruin his day and therefore see no reason to change ship, what is the best in RP way besides freigning comms failure and pretending he doesnt exist. Hes obviously run right into me, maybe right into my firefight.
And my bomber is for anti cap combat only:D
Yeah flying smaller ships is a lot of fun, but only if you don't get blown to smithereens within 10 seconds of a firefight simply because you are the only one in your faction online (I play odd hours). Used to escort with a bomber before they were 'buffed' or nerfed depends on the way you look at it.
Yeah i kind of agree not stopping smuggler's in a cap is a rule. Easy to abuse. IE just last night i went past a Liberty cruiser with a load of Nomad brain's. He told me i was smuggling ilegal cargo, and Nomad's are a very nasty cargo to be caught in lib with. Well i tried to RP with him,and taunt him(friendly like). I also played it like he would never be to catch me in such a big beast,as i can out handle his ship in the rock's, but point is,it is no fun the Cap,if no other law is around to assist.
Well actually for those who misunderstood my post, I'm saying I dont want to touch the smugglers. I'm only concerned with keeping pirates out of my house and defending trade traffic through the jewel of sirius. And even though in RP I care about them smugglers and believe the death penalty for drugging should be upheld, at the end of the day, if I was the smuggler saving up for my armor/capship I wouldn't feel too good about it, thats why I want to leave him be. And its against the rules, but if I was in my bomber I'd leave him be too. Was asking for an IN RP way to tell him to just quickly leave.
However, am I permitted to fire if the pirate transport is pirating another transport? Heard some conflicting views on this, but has never happened to me before. My guess is to treat him like any pirate, but just like to be sure.
