Vanilla ships were never really balanced vs each other, but were made as a ladder so Dragon > Crusader in all stats except handling which is exactly the same.
Since at least the handling is same this could be corrected by the template settings.

Same dps, <strike>or maybe even bigger on crusader since dragon could fire it longer. </strike> (second part makes no sense if they get same powercore)
But since this "template" actually gives you all these things it is possible to give both ships exactly same powercore. Just needs the template modification.
Armor upgrade on crusader would tweak the armor difference. (it might get more armor but will still have less bats/bots)
I can work out a setup which will make it as close as possible. or Athenian can do it, it's just numbers.

well unless you have people sitting around acting as referees theres always the chance of an accident.
that said a ref or two WOULD make for better fun, in that the dead returning in new ships could be staggerd so you dont have big globs of people returnng nor a lone person at a time.
The obstacle to adding upgrades like armour is the chance of people exploiting the /restart to make money. It's depressing to think that people would just sit there starting and deleting characters, but you know how some people think.
Adding a better powercore to the Crusader might be workable. I don't think we need to worry about people flying around in uber Crusaders.
As it is now, the Dragon has a level 5 shield mounted, even though it could mount a level 6. Rather than messing with armour, I could have the Dragons mount a level 4 shield.
My original idea was for Liberty/Rheinland but as Mjolnir indicated the vanilla ships are on a ladder.
