i think that the only way we should be able to be frineldy With Nomads if there is a Nomad Frielndly Faction(..clan...) etc... In which Case Igiss would have to alter their rep.

I would suggest if Nomads are added then so is the Order and that the reputations for the two are kept extremely simple:
Kill order ships...nomads like you.
Kill nomad ships...order likes you.
All the other groups remain unaffected.
You would start friendly with the Order.
To get even close to friendly with the nomads you would have to slaughter order ships.
The only way to get the Nomads to like someone is for the Admin to change your Rep, and Nomads are already a Faction, and there hostile to everyone, So is the Order, and there Hostile to all NPC's and Green to players, and since there are no Order patrols or stuff like that they cant get mad.
