Zoner role-play is not a simple thing, and neither is answering it.
It takes time to learn, and if you want, I would recommend speaking to many Zoners on the issue and coming to a conclusion about it yourself.
I used observation and deduced this:
Zoners are neutral. Only they hate Nomads. And who ever the individual hates. In fact, you get your own rep sheet. You trade about in your whales and roleplay with people and speak of your understanding of the Nomads. The odd Nomad brings out about a few bombers/Juggies/Corvos and fun ensues.
Zoners are like Junkers. They do their own thing in their day to day lives, living how they see fit.
That's why I told Zoner high command to shove it when they told me I couldn't take my Jinkusu places. That was my flying city. You can't tell me what to do with my city.

I don't pretend to know shiz about Zoners or how they RP, but hopefully I'll give an insight as to how an outsider views it.
To me, Zoners symbolize the value of freedom. They were formed in the first place to live their own life, away in seclusion, away from corruption and moral decay of the houses and their limiting laws, and living life as they saw fit. With that conclusion, you can safely say that each Zoner has the freedom to RP as he likes, because of the inherent freedom provided in the Zoners. You could be a smuggler, pimp, gay guy etc etc, anything you like.
But, because the zoners hit life everywhere on the fringe, they had to make accommodations for them or the zoners would be ripe for the picking. So they developed the concept of Freeport, a safe haven, a resting place for all. All this, so they can continue living their life, lead their lifestyle.
So every Freeport has different demographics, different sorts of troubles to deal with. Hence I like and endorse the idea of RP-per-Freeport on most issues, each freeport in-charge will have various issues to deal with, and different people to please and keep at bay.
Zoners are very diverse, and the only thing that keeps them together is a common desire to live life according to their own rules. Following from this, I think the only thing that can unite the Zoners is when their lifestyle is threatened (i.e Blanket bounty on Zoners), otherwise, on most issues, I can see them divided.

This was the intent of the Zoner Alliance, to keep the Zoner people together for a common desire to live in freedom. It was structured so that for common Zoner issues, all would work together such as Freeport law. It also allows for individual Zoners to act as individuals and to allow Zoner factions to carry own their own diplomacy. TAZ has it's own diplomacy as does ZTC and OSI.
However, not all Zoners subscribe to this. Many independent Zoners will do as they want, act as they want and not care about the ZA. I'm fine with that. I even get a laugh when one of those indies decides that he wants help after he's pissed off a high ranking member of the Corsairs, Outcasts or whoever. They didn't care then, why should I, really. Zoner officials cannot control every Zoner flying around Sirius.
A blanket bounty isn't needed to "keep us together." The bounty is the result of someone who has some imaginary problem with the Zoners and so they decide to powergame. Yes, I, Doc Holliday, said that last statement! I made an effort to contact both of the players to filed those blanket bounties to work something out and they refuse to reply and RP things out. No one can say that I didn't try.

Truth is, you are not expected to either. It's difficult to regulate zoners because that....kind of defeats the purpose they are zoner in the first place.
Honestly, I'd like to see more division among the zoners, cause....each zoner lives by his own rules in his own style. You have said that the existence of Zoner bodies is for the sole purpose of maintaining that lifestyle and the option for all zoners, and beyond that, following from the very nature of most Zoners, there should naturally follow a lot of diverse opinions on things, Eh?
I understand that the 3 Zoner factions all lay stake to different Freeports, but I'd like to see more Freeport Oriented RP if that's possible?
