It's nowhere near as alive as it was.
While at same moment, Sairs get alot of action (raids), and that keeps their playerbase.

They have higher DpS then LM-armed cruiser.
Remove Battleships, Battlecruisers, Carriers from the pirate factions. It is odd to see douzens OC/Corsair/Hessian and etc. BSs when most of these factions are low on resources, food and any other goods.
It is absolutely rediculos to enter a battle with 20 caps on both sides and only 1-2 fighters/bombers flying around helpless. Make capships for the 5 houses limited or more expensive. The same for the pirate factions(for the Cuisers and Destroyers).
On the other hand increase the hull of the caps and reduce their maneuverability.

Why? Cap/cap fights are already very short, its the fighters battles that take forever and a day. Cap battles, short, fighter battles, long. Makes little sense.
Oh, and then how do the pirate factions counter house military and hunters?
That doesn't work when you have Solaris cruisers and support for the larger caps. It certainly wouldn't prevent swift takeover of home systems in and out of roleplay.

Home system? The only bandits with a home system are Outcasts and Corsairs.

They still have Bombers and Cruisers AND if you havent noticed most of the pirate home systems are full of asteroid fields which are the perfect battlefields for Bombers, Fighters and GBs. Capships just dont have a chance in Asteroid fields.

Why not? You can kill solaris cruisers/battleships easily with bombers.
And a home/guard system is heavily defended, so I doubt a mini fleet can take it over.

Anything up to a light/med battleship does okay, especially battlecruisers and destroyers. Ranseur/Legate/Turtle/Kusari BS suffer.
