Why should I?
Furthermore: it's one hispania home system; the hispania navy (further mentioned as corsair caps) can be there.

I thought the topic from Six was refering about pure pirate factions (LR, RHA, Mollies, BD and so on)

But meh, then restrict unlawful capital ships to non-house space systems only.

The point is it ISN'T heavily defend by any means, and Six referred to ALL pirates, thereby including Hispania.

Restrict unlawful caps elsewhere? What happens to the Corsair invasions of Bretonia and Rheinland, as is our current situation?

These alone-without-escort-and-suicide-legates? Keep them out.

Use your snubs for the guerilla warfare.:P

No, the ones with a balanced fleet and against an informed enemy fleet.

The Hispania factions(and all pirate factions) bearly survive starvation, lack of population and natural reserves of raw material. I dont know how they manage to build there caps when they dont have even one mining instalation. The tons of metal cant be brought though contraband and piracy. A large trade/mining corporations must be involved and that will force the OCs and Corsairs to taking lawful actions which is absolutely stupid.

Corsairs still have Praefects, Imperators and bombers.
+the idea of piracy is swift strikes and i see nothing swift in the Legate or Ranseur.

They should fight against the outcast/RHA first?
I mean, these enemies are closer to their territority.

However, an informed enemy house fleet will intercept you before you reach the core systems. So the fight is in the border systems and everything is fine.

Corsairs defend against them, especially when capganked; the Hessian turf war is in O5, and the Outcast war is way overplayed. Plus, Hessians wouldn't have caps with the rulings above.

Bretonia/Rheinland are where they should be expanding to reclaim their rightful space.

Maybe I wasn't exact enough.
If there would be a restricting for unlawful caps to not enter a house systems, all factions could keep their ships.

That would mean hessians have still their capital ships for their activities in the omegas and to fight against the corsairs.

Well, a (balanced) mini capital fleet in a house system is still suizidal. As Six said, all unlawful factions are low on resources, so I doubt they would really have that much capitals.
However, a capital ship in a house forbids, in my opinion, a gueriall tactic. So you'd be easily to spot. Which results in the destruction of you mini fleet compared to the house.
So you throw you capital ship away, which already costs much resources, of which you've not enough to rebuild new ones.

But well, my opinion. The whole thing is odd.

It would give house fleets nothing to do, aside from break treaties and shoot each other.

inRP limitations tend to kill fun and playerbase. Players want to have fun, good pitched battles with groups you can ORGANISE them with in areas that are OPEN and equal are fun for everybody.
