The Hispania factions(and all pirate factions) bearly survive starvation, lack of population and natural reserves of raw material. I dont know how they manage to build there caps when they dont have even one mining instalation. The tons of metal cant be brought though contraband and piracy. A large trade/mining corporations must be involved and that will force the OCs and Corsairs to taking lawful actions which is absolutely stupid.

However, an informed enemy house fleet will intercept you before you reach the core systems. So the fight is in the border systems and everything is fine.

Corsairs defend against them, especially when capganked; the Hessian turf war is in O5, and the Outcast war is way overplayed. Plus, Hessians wouldn't have caps with the rulings above.
Bretonia/Rheinland are where they should be expanding to reclaim their rightful space.

Maybe I wasn't exact enough.
If there would be a restricting for unlawful caps to not enter a house systems, all factions could keep their ships.
That would mean hessians have still their capital ships for their activities in the omegas and to fight against the corsairs.

Well, a (balanced) mini capital fleet in a house system is still suizidal. As Six said, all unlawful factions are low on resources, so I doubt they would really have that much capitals.
However, a capital ship in a house forbids, in my opinion, a gueriall tactic. So you'd be easily to spot. Which results in the destruction of you mini fleet compared to the house.
So you throw you capital ship away, which already costs much resources, of which you've not enough to rebuild new ones.

inRP limitations tend to kill fun and playerbase. Players want to have fun, good pitched battles with groups you can ORGANISE them with in areas that are OPEN and equal are fun for everybody.
