I hate that too. It seems to happen when I go into the options and change any setting, the music comes on even when its off.

I'm going to try to move some music files from the game and replace them with renamed Immediate Music files of the same format. Has anyone done this? Experienced any issues?
Option Nr. 1
Enter ~(FL install dir)\DATA\AUDIO directory.
Rename MUSIC to aMUSIC/what ever
Done - music is gone forever (doesn't re-activate after alt-tab occasionally)
Want music while ingame? Use Winamp/what ever.
Option Nr.2
Replace music with your music files of same names and format. Make it +- neutral ones, so that transition between neutral/dangerous/fight melodies wouldn't feel too annoying.

Rename AMBIENCES, SOLAR and BASES with something that begins different. Like aBASES etc. (will prevent sounds in badlands, asterioud fields, bases - etc - variations to musics in house space.
If prefer option 1 as it's a lot simpler and more reliable (music sound doesn't go above max after alt-tab - one of the most annoying bugs Microsoft could invent)

Oh, no idea how I missed it ... and somehow I was sure, as many other games in such case, Freelancer will go @%&$*!@&*&#^ on me and won't even launch. So I didn't even try to..
