Its just mentioning Rheinland ship, it didnt specified whether military only or civilian included, its a bit ambiguous.
Maybe the idea of re-writing Liberty Laws to add some specific issue is not a bad idea

It's not ambiguous. Rheinland ships are not allowed in Liberty. Military/civilian is irrelevant. They don't allow the civilian transports, why would they allow smaller civilian ships?

It must be made clear that Rheinland Military vessels are not allowed in their territory due to the ongoing war.
But civilians flying Rheinland made ships should be allowed into their space, since they won't pose a threat like military pilots.
I mean ... what would a Bretonian born pilot say who flies a Tigershark in Liberty and gets asked to leave cause his SHIP comes from Rheinland? As if it were a virus or something like that:D

The fact that they are flying a Rheinland ship indicates that they have some affiliation with Rheinland. Liberty doesn't want anyone with any Rheinland affiliation within their borders. There could be all sorts of reasons for this--spies posing as traders/freelancers, ships potentially concealing things harmful to Liberty, not to mention the very real possibility that Rheinland freighter is going to return to Rheinland at some point, possibly carrying goods from Liberty--a big no-no.

Liberty want to fight rheinland, one of the ways is to economicly hurt it, so if people choose to use different ships rather then rheinlandic the taxes the rheinland goverment gain from said ship sales are lower. - Liberty wins.
