Definitely not an oversight. Gallia being open for business just means that trade and transit is open, not the sharing of technology.
The reason for the inclusion of that rule on Junker IDs is to separate Gallic and Sirian Junkers, who don't communicate much at the moment.
Also, if an Admin spots this, there is an error on the chart. The Freelancer ID -> Gallic Brigands white cell is missing the "Must remain in Gallia" text.
Edit: I think there are also 'compatability problems' between Gallian and Sirian tech.

Not an error... As that faction is now free to move about in the rest of Sirius.
Okay, agreed, technology mixes are bad.
I just wish there was some way for a PURE Gallic tech character to visit Sirius, without being in a Gallic faction. Or for a Gallic Junker to enter Sirius. Considering how their whole reason for being was to bring Sirius tech back to Gallia, it's a little bit odd that they can't even go there.
