Capital ships have a place in disco, and they attract new people as well as create activity.
I have a different take on how they should work, however.
Increase capship hull by 4-5 times. Make them a little slower, make their guns hard hitting with pretty explosions and all. Point being that a capship is only effective against other capships. Dreadnoughts would then be ships exclusively tasked with taking out each other.
Cruisers would be the bloody infantry with a little more anti-snub ability, not much though.
Gunboat would remain an effective anti-snub weapon.
As far as fighters go...reduce their hull, buff gun damage, remove AUs. Make fighter fights exciting, where one mistake could result in a glaring respawn screen. Increase their speed and turnrate as well.
Bombers would go the same way as fighters, quite slow compared to fighters, with less hull, but more powerful SNACs and Novas.

The starving Hispanic people eaters and a drug cartel can field dreadnaughts? What the hell? I thought that Malta IRP had a very low population and put a premium on skilled pilots. Over the years with the amount of Outcast caps that have been blown up by the IMG alone you would not have anymore pilots to field your caps. Your forgetting something.
The outcast nation, through its extensive drug export is possibly THE richest nation of all. Compared to its size, the wealth can actually rival that of any of the other four houses. You do not need the have the resources yourself if you have the funds to acquire them from junkers and others.
The corsair empire has an "exchange deal" with "kusari".... They get food in exchange for artifacts. Corsairs are also heavily dependant on piracy, and when MILLIONS farm the omicrons, omegas, sigmas, bretonia and kusari then its more then obvious enough that they require what resources they need.
Both the outcast and corsair nations are the size of a small house. They control half a dozen systems and each of them has influence in about 2/3rds of Sirius. Their playfield is so large and is so extensive that they can freely control whatever resource supply they need.
People are also mixing something up. In reality neither corsairs or outcasts have as many caps as ingame. Ingame = / = inRP lore. In Canon lore, neither house would have more then 2-4 dreadnoughts and 2-3 battleships AT MOST. Outcasts are by lore also stated to be heavily relying on the RM-1 Cruiser, the predecessor to our current cruiser ingame. Which is reflected by the extensive army of cruiser patrols in Alpha.

Yes.
Should they get rid of them?
Probably.

Nope.
Really the only factions that should have capital ships are the 5 house military factions (Liberty, Kusari, Bretonia, Rheinland and Gallia). Not a single other faction has the slightest reason to have them, except perhaps the Council.

I agree with this generally, although they would still in no way be as wealthy as the four main houses, but even so they would not have the money and crews to sustain more than a few, which could easily be represented by stationary dockable battleships.

The Corsairs have been "farming" their artifacts nearly a century and a half. I would think there wouldn't be many left now and the money would be drying up. And even if there were still enough artifacts, the markets would be flooded with them by now.

The Corsairs only really fully control Omicron Gamma, with heavy fighting against bounty hunters and Red Hessians pretty much everywhere else. The Outcasts only really control Omicron Alpha and Beta, and Beta doesn't exactly have much worth shouting about beyond the alien organisms. You can ignore the guard systems in terms of RP because they are totally not RP.

All in all, I'm in favour of having all capital ships removed from all the pirate factions. I would be fine having the Corsairs and Outcasts having a bunch of stationary battleships but nothing more. Both Corsairs and Outcasts I'd be fine having access to cruisers though, but even they push the boundaries of realism/roleplay a little much. Unfortunately, nothing is likely to happen in regards to all this anyway.

As a function of the economy the Outcasts cannot be even close to as rich as any of the houses. The outcasts make money selling cardimine to the houses (most popular in liberty). You have an economy that is dependent on the economy of the other houses. As a rule an economy that is dependent on another cannot exceed the providing economy (because you cannot sell more goods than the customer can afford to buy). Then you go into the specifics of your market saturation.

Lets assume the high figure split in two (this gives you the same popularity as weed!) so 3% of the Sirius population uses cardimine. Cardimine the only product you export and your market saturation is 3%. The richest house? That might be the dumbest thing I have heard all day. If malta was a country on earth you would be Columbia.....oh wait; your entire background sounds a lot like COLOMBIA 20 years ago. They had almost no military at all and didn't have fertility issues to boot!
