Transport balancing looks really good so far Igiss, thanks for putting some time in on it. I do have a couple of additional suggestions which I'm sure you are happy to hear:D
Let me preface this by saying I have no idea what your plan is for Liners. If you're going to be making them more like they were in beta 3, or if you're improving L7 turrets or something, please ignore my suggestions regarding Liners below. However if you're planning on just keeping Liners as transports with fancy towels, please consider what I have to say;)

Prison Liner -- 2000 , 180000 , 0.4101 , 80/200, 9 turr , CD , CM , $48,000,000
Kusari Liner -- 1500 , 95000 , 0.6000 , 80/200, 7 turr , CD , CM , $22,500,000
Explanation of the changes:
Rather than give the liners huge cargo bays for hauling Boron and Scrap Metal, it would make more sense to keep them smaller but provide more of what a liner is for... And that's moving people quickly and safely. By cutting the cargo bay sizes we end up with ships that are still massive but a big part of that mass can be considered engines. (Passenger service is typically fast! Look at the old trans-Atlantic liners and the current Bullet trains, much faster than freighters!!)

to subjugate the enemy's army without doing battle is the highest of excellence."
