This was already accounted for. The Gallia was one of the other three sleeper ships. The other two were owned by Italy and Australia, but they, and the first French sleeper ship, were destroyed by the Coalition. The Italian and Australian sleeper ships transfered their colonists to the Hispania and the Bretonia (or built their own, if you follow the Broken Bonds mod) while the French built the second Gallia.

Also, if Planet Mars and Planet Jupiter were destroyed, then Planet Earth was most definitely destroyed as well. The closer you were to Sol's flash, the more damage you took. Planet Earth is closer than either of these two planets. If they were destroyed, Planet Earth is as well.
