The Corsairs might disagree with being "Neutral" - surprisingly slaves aren't forbidden cargo within the Empire (why oh why i don't know) BUT they are branded as Outcast/Outcast support thing, so no honorful Corsair would let you pass anywhere.
With the organ buisness...well the corsairs executed everyone who was involved as soon as the high command found out that the organs weren't only taken from dead soldiers, they aren't even available anymore in Eta - and surely no one will by slaves to harvest organs.

The whole thing is just "uncorsairish"
