Since apparently you missed this part the first time:

Within Sovereign Space of the United Kingdom of Bretonia, all bordering systems (Omega3, Magellan, Cortez, Omega49, Omega50, Omega5) and all of Taus:
• ANY identifiable and hostile Pirates caught in the act of piracy (guncam proof of id and evidence of piracy required)

The only unlawful NPC faction that is blanket-bountied in Bretonia is Corsairs. Other than that, the only bounties are pirates caught in the act. Gaians are not the exception, they are the rule.

Every other house has blanket bounties on all the expected pirate npc factions.
