The point is, not "can he do it?" but, "does he want to do it?"
There was a massive discussion about this eons ago, where it was decided almost unanimously that the jump gate would stay locked. I mean, think about the Hackers. With that gate there, the lawful libertarians would have to defend even more territory.
Not to mention that the smuggling run from NY to Dublin with some contraband would be one of the best earners in history.
Its much more of a hassle to unlock it than it is to keep it locked.
