Yes, the Police should get GB's and lower.

In my opinion:
Job of Military - Attack/Defend from other houses, Patrol Borders, Assist the Police with Repelling Pirates Attacking Smuglers.

Job of Police - Scanning Passer-bys, Hunting Pirates (reason Military doesn't do it is because most pirates are petty), Doing police work.

The police don't need big ships. Their jobs don;t require them. HOWEVER, I personally think that Military should not be allowed to make people halt and scan for Cargo, that should be the POLICE"S job. If you think about it, would the Military do jobs like that? Sure they might be around for that kinda job, but only as support in-case situations get out of hand. Because irght now, people chose the Military ID's over the Police ones because there is no Inncentive to chose the police, cause Military has everything Better.
