Don't try to make a "balance change" thread based on the actions of a guy breaking the rules.
That's all very well if it's a one-off, but this could become a regular problem. I still believe that the most suitable option is to place a timer on the hardware. Maybe even allow two jumps within a specified time-frame so that they can come back once.
Also, this isn't so much about the carrier in question, it's about the abuse in itself and how to deal with it.
