I met a guy called SkinnStar. He was lvl 5 smuggling Counterfeit Software. I did not busted him of course, but said that I would if he'd be level 30. The guy calimed that he was killed by both navy and police for contraband while being below lvl 30 numerous times. So what I ask is..

Are below level players immune to smuggling or not?
