zoner 5k cannot dock in house space, does not matter what kind of station or base

Cannot dock in house space, except aomori, hood etc and *zoner bases*.
I don't see any reason why not if the base is a zoner base ( even though its within house space the ID allows docking on zoner bases ).

Second: It's too abusable, zoner NPC stations are placed where they are for a reason, and Zoners can't dock on even Zoner owned PoBs to prevent said abuse.

There is no abuse since zoners cannot dock in house space anyway. Building a zoner base in house-space is legal ( no restrictions for pobs ), and if it's a zoner base, a zoner can land because the ID allows it ( and it doesn't abuse the game mechanics because zoners still can't dock on none-zoner bases, i.e "Planet Honshu") Don't blame me, its right there in the black & white "Cannot dock cruisers, battleships, or transports with more than 3,600 cargo within House Space, except Aomori Station, the Battleship Hood and Zoner bases".
Lemme give you an example, I'll go slap a base above planet new-tokyo, I'll make it a zoner pob ( that is if the KNF approves it, but lets say they do ) does it allows me to dock on the planet? no, that planet is not a zoner planet, but the base i've built is, Do It will be abuse If the admins go anti-clockwise and decide that zoners can dock in new-tokyo.

No it is abusable. Since then Zoners would just drop all the stuff they move with their neutrality at those bases, then later log a corp 5ker and move all the goods back to the base where it is sold.

Lets take your example. Zoners will drop Uncut diamonds that they gained from Hessians, having neutrality with everyone on the way and being able to pass through unhindered. They drop the uncuts at the PoB that flies above NT, then they take a Samura transport and move all the diamonds from the PoB to the IC station.

It's a beat-the-purpose on the Zoner's ID restriction.

What you didn't gather right from my post is what I meant about the bases. Zoner NPC bases are placed in such a manner that will balance out with the restriction, otherwise it wouldn't have much of a point if you'd have a zoner base in each house system, would it?

PoBs aren't meant to break said balance, simply put.
