I will give an easy answer that will just require some foot work.
Look in sanctions back a ways. There is from my memory 3 sanctions on whales that landed in house space on a POB. In 1 the Admin stated that the rep of base means nothing, as POBs have no tags, and as such players can just say it is a Zoner base. Admins cannot confirm or deny its rep.
So NO! cannot dock at POBs even if run by zoners.

PS. I am not giving the link, as I am not looking for the posts for those to lazy to do it them selves.
