Unless you're using one of those "Game optimizer" programs or have manually turned the vSync off, your fps should be stuck at 60 (or 120 on some of the newer screens). I've tried Freelancer on a dual SLi rig (Yea I'm nuts, who'd waste time on such a beauty tryin FL for fun?) so I know how it performs on a hardware far ahead of its time.
As for the part you quoted, "intentionally" is the keyword. Intention being higher performance, not actual cheating. I understand if the original phrasing was confusing given the context of this thread, but that line basically means "People who get any fps higher than 60 do so knowingly, and in some cases might not be aware of the problem it causes with FL engine but in most cases it's done to achieve jitters".
In case you have a hardware newer than the game itself and you don't want to be stuck with 60 fps, you can turn vSync off and use a program like Dxtory to cap out your fps on 120 or so, which'd give you a smooth enough gameplay without causing problems with the engine.
