I noticed a little problem the other day with high FPS rates and monitors. You can buy a monitor with a refresh rate up to 240hz. This means that with vsync on you could have 240fps(I know it can't in this case because FL's hardcoded limit is 180). If someone had a monitor with a high refresh rate, it's very likely that they could be given a sanction, even though they thought they were doing nothing wrong.
Even if anyone has an old CRT monitor you could get sanctioned. Those things have a refresh rate of 120hz. That means with vsync your fps could go as high as 120.
It's kind of a lose-lose situation for those with very good monitors or old CRT monitors. If you turn Vsync off or keep it on, either way, you'll be breaking the rules.
