Guard systems are a home systems for players factions and combined to NPC faction. As a new character you are a hostile to all guard system in Sirus. What is more they are highly guarded systems. They mainly serve for instance as a waitpoints for gathering faction players before some events etc. Also it is a place where you can probably get, in the most cases, capital faction ship. I would rather suggest to not enter any of them before you are not 100% sure that you not hostile to them.
