The truth is that 80% of even the high tech stuff is still hand made, it is hand made because it is just cheaper not that if machines make it it wont be better, same story here, instead of waiting people to show interest and start to learn things and get ignored in the process they could just structure their "to do"s and find people to do it instead them. The effort to write proper tutorial how to do certain thing is for sure the same as doing the thing ONCE but not the same as doing it 100 times.
90% of the repetitive work could be delegated,
Development could be open and the current team could act like bunch of head developers (read managers) that just need to control the quality of the work and set the frame, nothing more or less.
Good example would be if faction X wants new ships now X must lick some asses or have luck to have someone that can model in their faction, if the Devs make proper rules what can come into mod together with proper tutorials how to make ships and stuff then X can do it by themselves and save the Head Devs ton of time.
