You're assuming I think in-House cap lolwuttery is acceptable; you assume too much. Also, while my comment was pretty broad, I didn't say that there weren't Zoners who roleplay in their caps.

1. There are a lot of things in Disco that don't make sense.
2. By civilian I'm pretty sure he means 'civ-tech' which means freelancers, mercs, etc. Which really just means they had the money and found shipwrights with the capability of cobbling this thing together (junkers?). Does it really make sense that a handful of freelanchers/mercs/privateers/pirates could afford to have a cruiser built? Meh. Maybe yes, maybe no, maybe this could be a SRP-granted ship.

1. That is a very poor excuse for not improving the current situation.
2. The ID system, which prevents generic IDs from accessing Cruisers currently, implies that the answer is no. I personally do not see a need to challenge that.
