Leadership of what? First of all, managers wouldn't be leaders of anything; secondly, the fact that leaders of prominent factions tend to act as sector leaders is part of the problem: all those "high tier" leaders are also devs, admins or mods, which means they end up having little time do actually manage their faction, even less the entire sector. This community needs people that's always available to listen to what's going on.

There is a official faction leaders&random friends chat that should have the goal of organizing the wishes and needs of the players as well as itnernal communication - at least for the time i was part in it it had more spam than my spam chats combined and not much useful stuff
Too many cooks ruin the soup - i would personally envision a small group of community managers that might help factions and players to get their game rolling, help out to get lore-relevant activities done and most of all get taken serious when communicating the fears/complaints/wishes/questions with the "real high ups". And yes i think not everyone is equally competent/willing in communication( for whatever reasons) while people like me love nothing more than transparency and clear information......gogogo!
