TL;DR story of the Spyglass scanner

Disco-lore wise, at beggining it is tied with Nomad war.

Liberty forces were producing two experimental battleships with two entirely different approach: one was supposed to be light, small, sneaky - it became the Osiris that The Order stole. Second called "Ragnarok" if I remember right went into opposite direction: huge brick to facilitate the most sophisticated scanner available to mankind at the momenth. Funny it got stolen to.

LNS Ragnarok was aquired by Hellfire Legion who rebranded it as Spyglass class battleships. Important bit: it was neccesity for entire battleship to be built AROUND the scanner itself.

Skipping forward, Black Squadron and Hellfire Legion broke a deal. In exchange for one Osiris hull (HFBS Incursus), HF would grant The Order all blueprints and data about the Spyglass scanner array. With technological advancment of the guys in the black uniforms, it was made possible to shrink it.

The effect is that The Order required to construct just the cruiser sized hull to be built around the scanner. Soon as the plans were made, new class of recon ship was pushed into mass production (well, not the "house spam" grade of course) under name of a Resheph. On another note there is also experimental cruiser in LSF guard system that is Liberty's doing the same.

Conclusion, the only factions capable to utilize the scanner (and on specific ships only INRP) are The Order (Resheph), LN/LSF ("experimental cruiser"), Hellfire Legion (Spyglass/Arbiter) and Lane Hackers (who cannot field Spyglasses to my knowledge anymore).
